Elton was appointed at the end of June 1849, despite Rev. John Garrett remaining in post away until November 1849.

As reported in the Oxford Journal on 1 March 1856, there had been a Vestry meeting on 21 February for the purpose of granting a rate of 2d. to meet the current expenses of the year. This had been opposed in favour of the voluntary principle, but the vote went against this latter proposition. Such opposition was described as as the more unreasonable on account of the smallness of the rate but also the fact that the contribution to the Church rate of Cuddesdon, the Mother Church to which Wheatley contributed, had been abolished within the last few months.
